Honestly, I really liked the whole Admiralty Board. I thought they were a great way to represent the different facets of the quarians, particularly their attitude torwards the geth. They each had a specific and unique view and explained why the felt that way quite well, and they all had great voice actors playing them.

I'm definitely not arguing that.  His intentions, and he even states as much, was to further his political agenda by exploiting, villainizing, and exiling a perfectly innocent young woman.  He's a huge scumbag. 

He's also one of two admirals who won't get the quarians completely killed.  So you have to put up with his less than reputable character.  Tali seems very understanding in the game when talking to him.  More so than I'm sure any of us would be in her position.  I think Koris could have a large impact on leading the quarians towards peace, that makes him very important going forward.
