The fact that the quarian home world is a arid world I'd lean towards them being hairless with leathery/scaly skin, but that's just my opinion.

Yes... but rememer this Someone on the citadel in ME1 said something about how were not the only species with hair, and their were one or 2 others, so they were already used to another hair species, and since all you listed doesnt have hair... Though to be fair, Tali was given a fair amount of thought it seems by the writers and definitely more then the other LIs.
All we can hope for is that in ME3, they will outdo themselves. Its too bad that "real world" politics and the need to be "socially / politically" right and avoid a possible "media **** storm" has seen Bioware shackled their writing. Unlike Viconia's retelling of torture and rape at the hands of humans.
good story telling takes a back seat when being "politically correct". Its a shame ... I don't think Bioware will ever tell good enriching stories. I fear the worst for ME3..

I fully expect them to have hair. The only remote evidence we have is the females wearing headdresses as an analogue for hair.
From a logical standpoint, I also expect Bioware to make Tali attractive, and that means hair. It is easily explainable into the story, and doesn't hurt anything, so why not?
