I belive it was a turian that said it, forget where I talked to him though, it was either on the Citadel, or on one of the main storyline misions (the frost one)

Yeah, I'd say that it's possible.  The concept art for the first Mass Effect game had Tali with eyebrows, so I wouldn't rule it out yet.

The placeholder face for Tali has eyebrows as well.  While it doesn't prove anything, Bioware purposely let us see some of her face, so it can't be discounted completely. 

Asari have eyebrows as well, so its not a sure sign of hair, but it is more evidence for it none the less.

No no, I think you misunderstand.
Bioware tells damned good stories that could be better if they aren't too worried about political / legal or social morons pointing at Bioware's games and citing them as the devil's work because it has sex with alien and dealt with the darker side of "life" like including strippers, rape, torture and porn.

I don't really give that face much credence in the grand scheme of things.  Its clear they spent about 5 seconds on it, or just gave her a human face as a placeholder.  I still prefer to look at the placeholder face (that you can see through the visor, not the glitched version,) as better evidence.
