Dont forget he was kidnapped as a child and the only thing he knows how to do is kill and follow his mission pretty much, and was put through augmentations that had like a 80% chance to kill you, and he was one of the 35 to survive the augmentations, and the Mjolnir armor just made him 1000Times more powerfull

Legion has Tech Drone as well. Concussive blast can kind of be considered soldier only but Garrus, Zaeed and Grunt get it.

Only because their facing a race that can kill them from orbit in a few hours...
and their enemy is Sorta like the Reapers from Mass Effect... Way more powerfull and technologically adept than humans
