My video card alone has twice the amount of RAM that a 360 has total. There's a great deal more to good graphics than just RAM, but that's an example of the hardware difference.
Don't know what my RAM is. Probably crap. Laptop can't play disks, cost 300 dollars. All I had. 

With 300 bucks and no disk-drive I guess it is a netbook (those mini-laptops), the RAM they have are between 1-2 GB, RAM is not soooo expensive, the 360 has 512 MB RAM (WTF? thats nothing) and the video-card works on a base of a GeForce 7900....
This is why DirectX 10/11 aren't used so well, because dx10 is only possible on video cards (Nvidia) of the 8th generation... so if you just go by hardware power, a good PC is between 50-100% (maybe more) faster than a 360.
BUT: a PC has to run Windows and a bunch of applications at the same time AND PCs can have hundreds of different hardware-configurations, the 360 only has one, so it's easier to program.
