Atom processors are almost exclusively used by Netbooks, which won't have any GPU (graphics processing unit) at all.
So I would say its a no.

I already know for a fact it won't be able to run at any reasonable level.

Atoms aren't very powerful, they're meant to be power-effecient. He doesn't have a video card. and 1GB of (shared) RAM just isn't going to cut it either. 

I hate telling people their PCs can't run a game, but it's just how it is.

Well, it's still useful for a lot of stuff of course, just not  any new 3D games (or several older ones)
