The only way I know how, is if you have the PC version of Dragon age.
All you need to do is create a character, any one will do. Then go to the save directory which is usually

c: \\\\  users \\\\ username \\\\ documents \\\\ bioware \\\\ dragon age \\\\ characters \\\\ charactername \\\\
(minus the spaces and only 1 backslash)

Look for your charactername_portrait.png file and replace that with the avatar you want. Keep the size to 146x146 pixels.
I would then make it "read only" by right clicking your chosen portrait, then properties then select "Read only."

Launch Dragon Age, load the character, make a manual save and wait for a min.
The portrait should be uploaded to Bioware and then you can select it to use from your profile settings.

But I noticed that you don't have Dragon age...so that might be a problem
