The situation between TIM and Shepard I think is like two Alpha wolves. There can be only one and he doesn't want you around because he doesn't want to answer to Shepard, he wants Shepard to answer to him. So you'll both will have to fight one day.
I am betting that he'll do something "stupid" because he is arrogant and thinks he knows better, thus he'll attack sooner then expected.

I always assumed the Alliance was one of the backers of Cerberus. At least at the very top. Think of how useful Cerberus is to the Alliance. Cerberus does everything they can to advance humanity, and in turn the Alliance. Stuff that the Alliance couldn't dream of doing because of rules. The stuff that Cerberus does is disgusting, but the pragmatists at the top aren't going to avoid tapping into the potential if they can benefit from it.
And the Alliance has the built in defense of calling Cerberus a terrorist organization and being appaled at what they've done in the public eye. Its the best of both worlds. They get the benefits, with none of the work and risks.
I really don't buy that the Alliance couldn't have shut down Cerberus long ago if they had wanted to.

I love this time of day. "The hour of the wolf" for many and quite oddly, it is usually when the most intelligent conversations come about. Also some of the best artwork too.

It really depends on how much "leverage" Bioware wants to give TIM in ME3.
TIM could very well be a plot device, but I think he'll play a much bigger role, at least maybe up to 3/4 into the game.
Gotta think also not only along the Paragon path but also the Renegade path in which you gave TIM the collector base. The way I see it, Bioware needs to balance each path out and play out the story for each path to make sense for both. TIM's betrayal in my view is "neutral" since it will be in his best interest to betray you once *he thinks* the reaper threat is done.
Renegade path might possibly lead Shepard towards taking out and taking over TIM.
Paragaon path removes Cerberus chain of command totally, pardoning those who would serve, bring the more hardliners to criminal court and trial them.

I think there are always enough people around to have intelligent, lengthy discussions, they just either don't try, or can't start/sustain them during high post times of day. Its rough trying to have a lengthy debate where 2 pages fly between each post. Usually the less people around, the better the average conversation is. Its why the smaller character threads are always on topic.
I've found any time from the last few hours for like the next 7-10 hours even to be adequate for intelligent discussion. I actually like 4-5 hours from now better than now. There is still few enough people that you can discuss stuff easily, but there are more people to offer opinions in general.
