Well that's your opinion........personally mine is that the peacekeepers are a major failure..........the only major peacekeeping missions that I recall as being successful are the Suez Crisis (when they first came into being) and the Medak Pocket (only because we were able to hold our own against the Bosnians)

Yes, I can see it have an impact in ME3 simply because of the way ME2 is building it up. It's building it up for the eventual conclusion of the war between aliens / humanity vs Reapers, and the "NO DON'T GO TO WAR" option leads you to suggesting to help in the Reaper war.
