Earth is 10 billion people. Some turians and asaris coming to judge humanity to see if they're up to galactic standards doesn't seem like a practice that would improve the thoughts of random humans around the Earth. People would resent "superior" alien races judging them even more. It isn't like friendly turian greeters are going around shaking hands to improve relations.
I think we're talking about different things. I'm talking about the 99% of the people on Earth who are just "normal" people, and their attitudes toward aliens. Its like some rich guy inspecting an apartment building before buying it. He'll look at the building and the stuff, he isn't going to sit down and talk to each tenent. If there was a judging commitee of aliens, they would come in, observe humanity as a whole, maybe talk with leaders, and then be on their way. Fred the farmer wouldn't be hanging out with turians like Shepard and Garrus. He would be left thinking that turians are stuck up arrogant jerks, just like all of us thought at first of turians before Garrus softened our views. People on Earth won't get that experience.
One of the asaris on Illium talks about how Samara is a justicar, and most justicars never interact with aliens, and thus are unpredictable around them, because they don't leave the homeworld. And asari are pretty much the diplomats of the galaxy. I always got the feeling from ME that the homeworlds were very isolated, like 99% that race. Not sure if that's backed up anywhere though.
