I believe she tells you not to speak to her unless you have something 'important' to say.
I.E. Investigate questions.
You cannot do any of the "Can we talk" dialogue which leads to the romance. ^_^


You can tell one of the Admirals about it privately (the war-hawkish one who is friendly, can't remember his name).  But telling anyone else makes a sad Tali.  And nobody wants that.:(
