Always though they are discharging the drive cores. Korlus is too dangerous to go digging around on. they recycle garbage but all eezo cores have to be purged of radiation and waste.

When I first saws the quarians on Freedom's Progress, my first thought was "damn looters!" but at least they had a good explanation for being there.  I guess I'm due for additional reeducation...

Probably some of both.  I'm sure a lot of the stuff that gets pitched is valuable (to someone who has nothing).  I mean, these are the people that strip mine everything they go through.  They probably hit Korlus on the regular basis.
