ME1 gives context to the whole story arc. You learn that the Mass Effect tech isn't really of Protean origin, you learn that a machine race the reapers are harvesting organics, but don't know why, and you learned that being a Spectre does not automatically count you as a trusted source of information. In other words, Spectres are the hit men squad for the council, not Intel. They seem to trust the STGs more then they do of Spectres as far as on ground information is concerned.
ME2 is set up nicely "breaking" your Shackles so to speak. Even if you "rejoin" the Spectres, its a token title which the Council tells you up front, you can expect no help from them and they tell you in no uncertain terms, keep your activities only in the Terminus systems, which is fine as far as Shepard is concerned, at least for the moment.
ME2 is also about getting the "best of the best", your "final" team ready. The whole game is about recruitment. This I hope means that in ME3, we won't be running around looking for team-mates but use the ones who are still alive / onboard. There will of course be a few to pick up, Liarra, Kaiden / Ashley form ME1 , maybe Wrex, though I have a very strong suspicion that they are setting Wrex up for betrayal and one of the quests in ME3 is to get Grunt take up leadership of the Krogan Clans and bring them into the Reaper war.
Same for Tali. Whether she is exiled or not, I have this feeling that Bioware will move the Quarians to favor war over peace with the Geth. Admiral Koris wants peace, Garrel wants war, Tali's aunt won't commit and Xen.. now she's the loose cannon. It is arguable to say that she will prefer to choose peace so as not to destroy her "toys" that she wants to reclaim, but I think the argument that she'd take the war path and gather samples from geth casualties or hope to capture "live" specimens is as valid. War would give her interesting avenues to pursue her goal in "reclaiming" the geths as slaves to the Quarian people.
This is where Tali comes in. Depending on whether you took the renegade or Paragon path, the Quarians will have either been at war with the Geth for some time or just only started.
The Renegade path, would have had the Quarians commiting to the war much earlier and they have suffered huge losses. Including the death of possibly most if not all the Admirals choosing war. Tali's aunt would probably be alive as she would be the one who lead the splinter Quarian fleet along with Korris, refusing to take part in the war.
Paragon Path would see the fleet just about to engage in war and Tali being called up to serve as an admiral to help lead / plan for the Quarian assualt.
So your decisions in ME2, whether you have Legion on board, whether or not you reprogrammed the geth, whether or not you argued for peace or war will all come down to play in this "side" Quest, Tali's quest, and by extention, Quarians / geth involvement in the reaper war.
