Although now that I think about it, doing it on Miranda's desk would be pretty much the ultimate insult.  Too mean for me personally, but I'm sure some others can have fun with the massively hurtful irony

I would offer the office to Garrus, but it would probably interfere with his calibrations.  I'm thinking maybe Jack, I think we may be able to get her to be a little more cheery in ME3, and getting her out of the basement would be a nice first step.

Deck 1 is for play.
The new office is for work. . .and play.

I will say this for Jack's romance; she does get kinda cute and 'girly' at times. Of course, I've only seen them on YouTube. I'd never cheat on Tali in game.

I came so close to romancing Jack on one playthrough, had talked to Jack twice, avoided Tali and was ready to start the actual romance next conversation.  Without even thinking, I talked to Tali on the way back up from Jack's location.  I heard her call the drive core a bosh'tet and I was just like, dammit, so close to romancing someone else.  No way I could avoid Tali after that

And as far as having a seperate office for work and play, it seems pretty inefficient to go all the way up there to "bother" Tali while she's working.  It would save us all a lot of time if she was already on deck 1
