I think that's why I'm okay with picking Tali in those would you save 'X' many humans or Tali.
Now, Tali is rad, this has been proven by science, but there's more to it than that. On my list of favorite ME races, humanity is extremely low.

They're all still made by Bioware (humans), so it's definitely a curious situation. Bioware simply adds more ACTUAL humanity (I already hate saying this word) to the aliens and Tali, so I guess it's a longing for the geniune goodness in people...

I recall a similar situation happening in ME2 and being massively disappointed with the retalliation options
Being able to go renegade in response to racism against Tali is one thing, having her be discriminated against and having the only options to walk away peacefully or a crappy "be nice" speech is much, much worse. I'm all for educating people on the reasons to keep an open mind in ME3 though
I can't see it being on Earth though, that seems like a large undertaking from a developmental standpoint. I would prefer it if they were working on more dialogue/interaction for Tali
