Agreed. Whether it is intentional or not it essentially amounts to rubber stamping every BioWare fan/supporter who is not living in the US and of a certain age, etc. as "second class customers". I think the competition itself is a nice idea on behalf of BioWare/EA and its sponsors, sadly it is very short sighted and does more to harm their reputation than bolster it amongst the people that live in the rest of the world.

Sure, it's grand news if you meet the criteria of being a resident in one of the 50 federal states and the District of Columbia with the exception of Florida and New York, and are 18 years of age or older. Europeans, specially in Germany are always second class customers for the video game industry.
We have to pay a lot more for everything, we get it later, often censored and badly translated.

I don't know empirically why they opted for this route, but my guess would be that it is a matter of ease and keeping costs down. It is easier for them to focus on one national market with a uniform code of laws and regulations (which their legal department is probably already quite familiar with,) as opposed to dealing with the potential laws and regulations of 160 to 190+ countries and territories around the globe. Also, shipping, warranties, etc. will be more expensive in terms of logistics and personnel required to support such ventures than if they simply stick to the the US.
