Well, to elaborate, I'm not saying that the characters won't matter at all, simply that I think there could be too many, and too much going on for our favorite character to get the attention that she deserves.  There's likely to be what, 15 squad mates in ME3?  They aren't going to just make Tali more important than the rest of them (even though they should,) Jacob and Kaidan will still get just as much dialogue and involvement.  I just don't see how we can get more than 5 different conversations between the characters.

That said, if they can pull it off to the extent of ME2, and make the dialogue with Tali as good, and make the romance arc on top of that excellent, I'll be just fine.

What makes you say 15?
Bioware rarely includes that many.  They usually keep it 10 or under.

I think if they make love interests in general more important, give them more dialogue, then Tali may get the screen time she deserves. 

I fully expect all original ME2 characters to be back.  That's 9 I think.  I actually don't expect Zaeed and Kasumi since they're DLC, but for argument purposes, I'll include them.  Then we have Liara, Ashley/Kaidan and Wrex that could make a return.  Bringing us up to 14.  I counted Shepard in the 15, but I guess he shouldn't really count.  Either way, that's a lot of characters.

And the second part of your post is what I'm hoping for really.  Its pretty unanimous around here that the fans want the romance arc focused on a lot more.  I'm hoping that leads to Tali (and the other LIs I guess,) getting the attention they deserve.

I don't recall either, but Garrus might be a good guess:  he talks a lot in his recruiting mission, and has quite a bit of dialogue in the loyalty mission, too.
