I have to side with the doc on this one. You have to make assumptions some times, and the terrorist in question was almost able to kill millions, and there is every indication that he will try again if left unchecked. It sucks to be personally responsible for innocent deaths, but in this situation, the millions later that you don't personally witness would be a lot worse than the 2 that you do.
I just don't see any way that letting him go saves more lives.

Requires some command prompt to use, but I was able to extract every squadmate (and Shepard) with textures, animations and rigs fully working.

Showing my renegade here, but I shot Maelon as well. (Let Mordin shoot him, technically.) I just think about the innocent people tied up and experimented on, I wouldn't wish that on anyone. Just thinking about the attrocities make me just fine with watching him get splattered.

If we can help, we do help. If that comes at a cost later, then fine. I'll pay that price. But at the time there were innocent people who needed saving and Shepard was the only one who could do it. There may be blood on my Shepard's hands, but none of it was spilled on purpose.
Could more people lose their lives later on? Maybe. Maybe not. That guy is still going down, right now he's running on borrowed time.
I won't let fear compromise who I am.
