If we can help, we do help. If that comes at a cost later, then fine. I'll pay that price. But at the time there were innocent people who needed saving and Shepard was the only one who could do it. There may be blood on my Shepard's hands, but none of it was spilled on purpose.
Could more people lose their lives later on? Maybe. Maybe not. That guy is still going down, right now he's running on borrowed time.
I won't let fear compromise who I am. 
That's perfectly fine, I just prefer to play the odds. What you risk by letting him go is too big for me to risk. If he managed to go somewhere else and accomplish something similar to blowing up a capital city, those are millions of lives on my hands. Maybe its taking the easy way out, but I would rather have the problem solved with minimal losses, instead of delayed until later risking much more carnage. I don't really see it as letting fear compromise me, moreso accepting the fact that you can't always save everyone.
I find the assumption that I can stop him before he makes another move wishful thinking really. I have more important things to do than hunt down every terrorist in the galaxy. And if one thing is clear, its that everyone sucks except Shepard. No one else is hunting him down.
