It seems more and more likely to me that Tali says a lot of things that aren't really correct on her loyalty mission.  Its understandable given the huge wave of emotions that she's fighting at the time, but I think we need to take the stuff that she says then with a grain of salt.

What? You just confused me. She was delirious from the emotions so she said she couldn't smell a flower when she can? Tali's not crazy!

Well someone else pointed out the actual line, where she says she can't smell stuff without filters.  I was assuming what you originally said was her line.  So there isn't anything wrong with that one really. 

It wouldn't be crazy though if she said something like that.  Overcome with emotion like that, you can say a lot of stuff that you don't mean and that you know isn't true.
