The council were the ones who allowed the quarian numbers to drop to what they are in the first place. Expecting them to do anything for the quarians now that they are considered second class citizens and little better than theives.exelsis wrote...

So, another hypothetical (since I really liked the direction the last one went).
War breaks out between the Systems Alliance and the Migrant Flotilla. The Alliance is the aggressor, and their motives for war are questionable, possibly racist...but the Quarians aren't backing down either. Peace is out of the question until enough blood has been spilled.
Would the Normandy remain loyal to humanity? Or would you betray your own kind, and side with the bucket-heads?
I've seen only 3 or 4 Quarians worth fighting for, so it's not really worth betraying my own species.
so you would side with the racist party of the conflict, one that could sustain it? the quarians have 17 million individuals on the floatilla. the council could not allow them to be destroyed like that, even though the quarians have the largest armada ever.
And I'd side with the quarians, not because of an undue amount of love for Tali or anything, but rather because it would be a good way for me to create peace between the geth and the quarians. Consider if the Flotilla is in trouble and the Geth come to their aid, that there would be a building of comraderie. Add to that the quarian ships are more valuable then the human warships (which humanity can rebuild quite easily) as well as each dead quarian is more tragic because of their dwindled numbers than humans.
