Well, if it weren't for Tali, Saren's head start would've been sufficient for his plan to succeed. He would've called in the Reapers.
 
Basically, every person in the galaxy directly owes their life to Tali. The only other squad member that contributed on such a scale was Liara. 

I'm pretty sure that's what Shepard meant when he said: "Tali saved the Citadel!"

She did, the council owes her their lives and much more
