It is refering to how her dad wanted to build her a home on the Quarian home world..

During her loyalty mission, the concept of building Tali a house on the Quarian homeworld gets brought up a couple  times. Once was when Tali finds her dad's log, and she says something along the lines of "What is all this father, you promised to build me a house on the homeworld. Is this going to bring us back home?"

And then again when you find her father's log from when he's talking to those two other Quarians. "I promised to build my daughter a house on the homeworld"

Don't try to hard on it lol. I couldn't tell you the name of a single fanfic, and yet I have read all of the Tali/Shep ones I could find.
