Probably cultrual, due to their military culture and mistrust of biotics

Can't see how any functioning starfaring culture (this excludes the krogan, who are not a functioning culture) could really be called "primitive." 

I mean, the Systems Alliance is like a bandaid on the nation-states of the Earth, and humans mistrust aliens.  How is that any different from turians?

If his disdain is due to cultural reasons, I'd suspect it has more to do with ingrained turian doctrines (all frontal assaults, all the time, never retreat) than their form of government.

hey, I like the turian way of life, I wish earth was more like that, but Harbinger probably sees a warlike culture with no interest is anything that doesn't kill things

Interestingly enough he saw Quarians as a good potential for ascension

I gotta say the first chapter seemed somewhat rushed, but it was only the suicide mission anyway, we know it already. But every chapter is better than the previous one, and that's good!

I do appreciate their civic-mindedness.  But it could be human individuality that interests the Reapers more.

Gotta point out that the Reapers are pretty much the most warlike culture possible, though.  Is this a case of "do as we say, not as we do?"

The quarians, despite their current situation, are pretty advanced.  I mean, I don't see any of the Council races that can claim to have created a sentient race.

Dunno what they don't like about the turians, but we can't really understand the reapers much anyway. I think the Quarians have some of the "humans are special" bug, which is fine by me.
