I don't think they do; ME1 and ME2 romances should be equal in ME3!

Here's why:

ME1: Ashley/Kaiden/Liara = Romanceable, but Garrus/Tali = Non-romanceable

ME2: Garrus/Tali = Romanceable, but Ashley/Kaiden/Liara = Non-romanceable

Basically, they're "even" now.

I think that Bioware needs to switch up the Romances.  They should have Liara's on Illium, Ash/Kaiden's on Earth or a major human colony, Tali's on Rannoch, and the rest on the Normandy.  As things are the romances all take place in the same place (except for kinky Miranda's).

Who is to say ME2's don't?

I don't see why ME1 LIs deserve anything more than the ME2 LIs.  They aren't more special just because they were first.  People who stuck with their ME1 LIs should be rewarded by being able to start up their favorite relationship again.  The fact that Bioware made Ashley and Liara suck in ME2 doesn't mean they should be obligated to make them better than others in ME3. 

All of the romance arcs should follow a believable path.  Ashley's reaction in ME2 was predictable.  No one would have guessed what happened to Liara ever.  It was a completely random move to make the ME1 LIs the same.  I don't want Miranda's romance to reach the same level of closeness as Tali's just because they're both LIs.  All of the romances aren't created equal, and I really hope they don't marginalize them all by making them so.
