I think that Bioware has become much more aware after the first game what a huge fan base they have generated from Tali alone. Just look how far they came from the first game to the second game. They could always make the beginning on the assumption that Shepard didn't have a LI in ME2, leaving it blank slate. As for new players, they could either use the ending where Shepard died at the end of ME2 and make a new character, or just put Shepard in normally.
