No they don't, and no the dreadnaughts aren't. Sovereign was 2 km long and bigger than any of the dreadnaughts and it was still easily dwarfed by the Citadel. The Codex is your friend.

You left out the Salarians and the Asari actually have 21, and conveniently avoided any mention of frigates, etc. Combine those figures with the cruisers and dreadnaughts for the major military powers and we are looking at thousands of military craft. From where I stand your argument doesn't have much of a leg to stand on. We will have to agree to disagree. I can live with that.
Dreadnaughts per Council race:
Turians: 39
Asari: 21
Salarians: 16
Humans: 8
Total: 84 ergo the better part of a hundred dreadnaughts.

Exactly. Give them a world in human space to inhabit, and in exchange, we develop tech together. Could probably make the most efficient ships in Citadel Space.

As you can see there is a large difference in size however it is still not some sort of weapon of mass destrution. after all the destiny ascention dreaknought was shown by the citadel and it was much smaller.
