You left out the Salarians and the Asari actually have 21, and conveniently avoided any mention of frigates, etc. Combine those figures with the cruisers and dreadnaughts for the major military powers and we are looking at thousands of military craft. From where I stand your argument doesn't have much of a leg to stand on. We will have to agree to disagree. I can live with that.

Dreadnaughts per Council race:

Turians: 39
Asari: 21
Salarians: 16
Humans: 8

Total: 84 ergo the better part of a hundred dreadnaughts.

No they don't, and no the dreadnaughts aren't. Sovereign was 2 km long and bigger than any of the dreadnaughts and it was still easily dwarfed by the Citadel. The Codex is your friend.

The council races might also consider using gun turrets...the seem to have forgotten about this simple technology. It will save them maneuvering time.

Exactly. Give them a world in human space to inhabit, and in exchange, we develop tech together. Could probably make the most efficient ships in Citadel Space.

1) Blow up the space station and presumably destroy most, if not all of the Heretics.

or...

2) Deploy a virus that re-sets the Heretics back to the original programming that brings them in line with the Geth who respect all sapient life's right to choose its own future.

You blow up the space station where it is presumed all of the Heretic programs are stored. There may be a few stragglers.

While that proposal is ideal in nature, the Quarians have a habit of stripping whatever systems they pass through, and I don't think the Alliance would be too receptive of the Migrant Fleet coming to Sol.

Plus it'd be more benficial to them than to us, and humans have that habit of wanting more than just a warm feeling when they make deals. The alliance would be looking for something of use, and I'm not sure what the Quarians could give them.

Oops, I was just going by the 5:3:1 rule fromt he treaty of Firaxen

Anyway, if they only have 84 dreads then they can't have thousands of other ships,  if the turians can only support and maintain 39 then they cant have thousands of crusiers.

Point being the citadel fleet is powerful but not  thousands of ships

That 20 kilometer long  Geth space station (from Legion's loyalty mission) was originally built by the Quarians (likely with Geth laborers, though). Who wouldn't want a people capable of that kind of engineering on their side?!
