Excepting that if they're modular they could very well have current tech for weapons, and armor reinforcements. Making a ship capable of housing people just means you clear out the cargo bay, not that you make the ship incapable of fighting.

Yeah well the issue is that they dont have the quality you demand because they do not have a base of operations on any planet, resources, time, etc. But even if these ships are old think of it as the Russian Tactic as the German Army advanced: It eventually became a fact of enviroment and numbers, since Russia had few factories and was somewhat new to Industrialization. Separating civilian and military ships seems a wise course of action though, depending on future military doctrines. Think of modern day civilian targets in wars, hospitals and such, they're generally avoided by military strikes.

Against the Geth? Probably not, considering they have an infinite number of troops and ships. Turians, it would depend on who else came to back them up. Alliance? Meh. Depends on who threw their hands in as well. If Cerberus reached in to help, probably not.
But the point was that they're not weak. Being incapable of completely wiping out an opposing force (which is what I'm assuming you mean by "win") doesn't dictate strength. Especially considering that the people you're listing have the ability to fabricate new ships, which would simply bleed the Quarian fleet dry, regardless of how well they performed.

Considering most quarians have an aptitude for engineering (which in an environment as governed by tech as a space age would be, is a pretty dangerous quality), they would probably all be classified as military targets.
Perhaps not so to the Quarians, but most likely to any other fleet. When a "civilian" can hop on a shuttle and go repair a system you just took the time to bomb out, it kind of paints them all with the same target on their back.

I'll admit that they have a huge fleet that is somewhat powerful but I just cant currently see them doing much with it besides using it as living space. If they could find a real home then they could make that fleet really powerful. I just think that currently they cant do to much since they need those ships to live in.Varthun wrote...

Being able to repair something, is not the same as being able to operate it.. That being said, we do know some ships are designated strictly as schools and living, etc... I'm sure all quarians are genius' but I doubt a kid's going to go into a battle to repair the main guns.
