Considering the development of the Haptic system for computing, I'd imagine most people (Quarians, Humans, Turians, whatever) can probably operate mechanical equipment without difficulty. Also considering that quite a few weapon systems are computer operated, you would simply need to know how to interface with the OS.
While it is true that a school would not be target per se, but what about the teachers? Pilot running the ship? Service techs keeping the ship operational?

They can't do much and still survive, that's probably true. It would also probably be correct to insinuate that they need those ships for survival. However, in an event that you will either perish during, or immediately afterwards, they could probably pull quite a bit of their weight in a combat situation.
The idea of a sudden attack is slightly difficult to achieve, though. Unless the Quarians announce they're entering a system, most of the times people don't know where they are. And the primary issue with their military force, and the reason for some of my pervious post, is their lack of ability to fabricate new ships. They seem vulnerable to wars of attrition, but not to an all encompassing alpha strike, so to speak.

Seems most things in the ME universe run from using an omni tool, being able to fix the physical aspects of an item(hardware is vastly different than software) does not mean they'll be able to adequately figure out the interface. Being able to calculate firing solutions, maneuvering, etc etc would probably be a bit difficult for one not trained in it.
As for teachers and such, I think you may be stereotyping every Quarian as an engineering genius, I doubt such is the case.
