Companies that have the finances and access to purchase it? Of course, but I very much doubt everyone uses it. 

If a technology is common enough for it to become a matter of pride to get implants in one's fingertips, than it is an easily accessible and cheap technology. It's present in Mordin's hospital on Omega, despite it being in a slum, and being a limited facility.

Omega is hardly the flotilla, or some backwater planet... And Mordin is hardly inept when it comes to using, or procuring, technologies.

And to go to the extent to design a consumer based technology for a computing system would imply that it sees widespread use, and would therefor be cheap enough for most (if not all) companies to integrate in to their ships.

It is currently a slum, is that to say it always was? Omega is hardly new, and it's naive to believe that it started in the state it is currently, things tend to degrade not improve. 

As for being cheap enough, the quarians don't really do much trade with others that I know, and are completely self-reliant for most needs... What's cheap for one race, is not necessarily cheap for another. And not to mention the sheer cost of installing those systems on the largest fleet in the galaxy? Insanity.

How often do they pick up new ships? And having it on a few of the newer ship, isn't as wide-spread throughout the flotilla as you claimed earlier.

That's true. But now, establishing that it's present on at least some of their ships, and would, by extension, be something they've seen working, they could place it on their own ships. We've seen more than a few Quarians that have omni-tools, and a Haptic interface is a much less compact and complex omni-tool.
