Ya I know, but I am just thinking of a more "hard line 1984" approach by either side. Both governments can make life difficult if not next to impossible if they so choose. Shepard and Tali would have to live in a world where their marriage isn't one of happy bliss but they are both looked upon as "betraying" their own race.
Regardless, don't you think that there will be fanatics and (moronic) genetic "purists" who looks upon their union as the worst thing to happen in their lifetime and would probably work to assassinate one or both of them to "cleanse" the blight that they percieve their marriage to be? I mean, these people could probably care less if it was normal joe shmoe and quarian girl x, but when it comes to the two most prominant of both races....who knows?
We humans ourselves are just learning to accept marriage between difference racial *human* stock, and even then, prejudice happens.
I would counter that by saying that the Mass Effect universe is incredibly open towards interspecies relationships. No one cares about any in the game, and they are encouraged in the case of Asari. Comparing real life situations is flawed because it isn't real life. Also, Tali and Shep aren't fighting against thousands of reapers and then getting picked off by a fanatic. Kinetic shields exist in this world, and I have faith that Bioware wouldn't be that sadistic.
As far as governments, they can control what people do in 1984, not in Mass Effect. The Alliance has no control outside council space, and the quarian government has no control outside the flotilla.
If one or both parties is completely ungrateful towards Tali/Shep and tries to stand in their way (would never happen,) they still have millions of lightyears of real estate to choose from.

Between the Alliance and the Migrant Fleet would be great on all levels. Getting the Council favor, or Cerberus favor, isn't much concern. As long as those close to both accept it a reception could be held with a ceremony.
Where to hold it would be some head-scratching. I no doubt believe if Shepard popped the question Tali would jump out her suit in joy. Tali proposing would be also pretty sweet if you had the choice to reply ingame (see we can even please Tali haters too!). I suggest perhaps Ilium or a remote planet paradise but somewhere where both the Alliance and the Migrant Fleet have access to. It'd probably be a private event.
For story purposes, yeah, we could have people try to assassinate during the ceremony...it could be its own mini-event in the game!
ME3's role regarding romance should be on these lines. In ME1 we had players experience a Shepard (male in this paragraph swap out gender pronoun if female Shepard is in mind) who has some experience with women but none serious. In ME2 the same could be said. If ME3 doesn't show some progression Shepard will always looks nothing more than a guy unable to have a real relationship and forever drift from one romance to the next. It'd be unfair on him, the players, and whoever he romances.
Like I've said in the thread attached here a lot of Bioware's staff involves happily-married couples (and possibly threesomes)
