I always felt a little conflicted about this picture. On the one hand, I know the message it's trying to say. Tali is on a planet where she is safe to remove her mask; a new home. Which is a beautiful message.
But on the other hand, the way that the Normandy is seemingly leaving, and the barren landscape, does give a "she was abandoned" vibe.
