Yeah its after you recruit her.  She says it to you in the briefing room when you are talking with Jacob.  She means that she will help you take down Cerberus if that is your goal.
I think its supposed to be "I'll loan you a grenade" or "I'll loan you my grenade"

She really did loan me a grenade. Blew up the collector base but the effect was no less impressive as tossing it up TIM's backside far as he's concerned.

It's missing an "a" in front of "grenade".

Tali says is upon first recruiting her and the cut-scene in the Normandy's meeting room with Jacob and Shepard. She says she's there for Shepard, not Cerberus.

nah, he's just doing an assesment and never talks long. If he did I'd tell him *gun clicks* back off.

Tali doesn't have any grenades. Shepard was kind of a jerk in regards to them back in ME1; wouldn't let anyone else on the squad  throw them.

She says that right after you recruit her in ME2, iirc. Something along the lines of
"You with Cerberus? *blah blah something*, or even blow them up from the inside! If that's the case, I'll loan you a grenade."

If it was already answered by the time this is posted, I blame my computer - decided to go all bosh'tet on my sleepy ass. Stupid machine 

Edit: Never mind, I'm imagining things, there should indeed be an "a" between "loan" and "grenede".
Unless she was talking to a grenade. Which still doesn't make any sense, both because there lacks a comma, and ...wait a minute, she doesn't have grenades, does she? <_<
