That doesn't hold any water to me. If you ignore the people in the refinery, you are condemning them to death, right then. Anything that Vido might do in the future is pure conjecture.
Is it conjecture though? The game makes it very clear that Vido will do anything, and kill anyone. Your gambling with human lives with any choice along this line. In my mind this is one of the easier ones to make. The only way Vido doesn't kill more people than the amount that dies in the factory is if he drops dead from a heart attack that night. It takes a very renegade person to be able to say "let those people die, this will save more people in the long run." I doubt I could do it in real life, but in Mass Effect, where its an avatar, and emotions don't get in the way of pragmatism, its the right thing to do.
