Sadly, you do. You need them to go to Horizon, and Tali's only available after Horizon.

Not a problem. Incidentally, you've killed the notion of anyone else creating a one-shot with a scene like that, not because you were the first to do it, but because you did it exceptionally well. That's impossible to follow upcannedcream wrote...

I started a new playthrough, and I've been enjoying Tali around from the start! 
(well, after Freedom's Progress).
It's awesome how she had dialog for everything. She even approved of me scaring that wounded merc in the Grunt recruitment mission.
I also liked Legion's "Is this a heavy labor model?" comment when the imperfect Krogan moved that big metal plate.

When you get the Reaper IFF. Remember you only get like 2 missions after installing the IFF (which goes hand in hand with recruiting him), so you basically have to save him until the end if you want to save all of your crew after they get abducted.

Legion is found on the derelict Reaper where you go to pick up the IFF.
