But Mordin also mentions that they have no art, music or culture in general. They're just souless husks. I can't think of any evidence in the game that would say they have any kind of free will/thought.
Also, I don't think the reapers put much thought into "if something goes wrong" scenarios. They see everyone else as bugs compared to them as gods. They haven't needed innovation in 50 million years or whatever, why would they suddenly change?
