Per the title, on my second playthrough, I arrive on Illium and see Liara about finding Thane and Samarra. After getting that info I ask Liara about what she needs. After giving me the mission, I head downstairs to what was the first terminal, but no dialogue box (w/e you call it) appears over that terminal. Furthermore, I can only get the two down by the taxi docks to work. Also, at the same time I couldn't get that investigator from Noveria's mission to work (could select the salesperson, just nothing would happen). Eventually got the investigator's mission to work, but after multiple trips to Liara, squad swaps, going off and doing other missions, and turning the concole off, nothing seems to get the hacking mission in the first square to work. Am I just SOL?

The terminal downstairs from Liara's office is not one of the hacking mission terminals. That terminal is used in Liara's other mission that she offers after you have completed the hacking mission. You've probably got those two missions confused. Keep looking around Illium and you will find the other terminals.

All of the terminals for the hacking side quest are in the same area together.Specifically the Transportation hub.
