Your theory makes more sense than mine, though, because it's a very turian view on things. Don't want to interrupt the crew, don't want to mess with the mission, gotta be relaxed enough to focus on the mission... Yep. Very turian.
I could believe that. Why talk about his sexual encounter with that other Turian in front of Shepard? It sounds to me like he could have been hinting at something to Shepard. However he doesn't say it all. Like I said before maybe he thought that Shepard would think it would be a horrible idea or his Turian instinct told him that doing that could mess up the mission. Another hint maybe the thing about women liking scars. Maybe he just said Krogan women so nobody would suspect anything.

And as for women liking scars, apparently Male Shep gets a different line. So yes, I'd say it's a flirt. Though I kind of wish you could counter him with a line like, "It isn't your scar I like."
In all honesty, though, I don't think Garrus would've dismissed a possible romantic relationship just because it was presented to him differently. Considering how eager he was to take Shepard up on her offer, I think if she'd just made it very clear she liked him as more than a friend in the first place (in some other way besides outright propositioning him), he'd have jumped on that opportunity too. He knows there's a risk for ruining their friendship, yes... but clearly, if Shepard's willing to take the risk, so is he. That's not even the biggest risk they're taking--they could, in fact, kill one another. Allergic reactions and all that.
