I'm PRETTY SURE I remember reading a dev confirm that Conrad was bugged, and that they'd combine the patch to fix that with an upcoming DLC, but don't quote me on that.

I hope so.  I was pretty disappointed when I realized they'd lumped that decision together, but if it was a bug then I'm placated.
