I'm not sure why so many people think Garrus is turning into Saren. I can't imagine Garrus ever killing innocents, not even if it's the kind of thing Shepard would do. (I have a few Shepards that wouldn't mind/enjoy killing innocents, and I think they would end up getting into arguments with Garrus because of it.) His personality can get a little darker and more vengeful, but he wouldn't take it as far as Saren did. Although, my main Shepard actually ended up liking Saren and feeling bad for him in the end, so if Garrus starts showing some signs of Saren's personality, she wouldn't mind it - the only thing she didn't like about Saren was his hate for humans.
Actually, there's a running joke among my Shepards... they all voted Shepard #4 "most likely to turn into Saren". xD

There's no way to really tell. Garrus was already at the point where he didnt care 'why' people did anything bad, he just wanted to punish them for it. What if they were innocent? Garrus might not bother to find that out, right? It's a slippery slope for our favorite turian.
He was already at the point where his rage was in control, and that was a lot like Saren. Saren didn't care anymore either, and his hatred of humanity at the loss of his brother was the only thing he could focus on anymore.
Not saying Garrus would turn into Sarren mk.II, but he could certainly lose track of who he is at heart! A turian out for the greater good, not just revenge.
