Nah, it's not vanguards. It's blond-haired, green-eyed biotics in general. My main Shepard is a blond-haired, green-eyed Adept. I made her skin tone too dark, though, so she might not be natural blond.

Damn, I'm not on the Garrus computer... but I will get around to downloading those, thanks, Riot. How did you manage to get the different angles and zooms in the ME1 screenshots? You've even managed to get outside angles of when the main character uses his weapon from the front, when the camera should normally be over the shoulder.

The person who did that art was your friend, IG085? Wow. I saw that a while ago, and I quite liked it.
