If you look at Garrus' uniform during his romance, it actually does have a hood.

Lets start this then shall we? Ok...

If Nihlus was actually Saren that means he shot himself....possibly twice. And he had no knowledge that he was chasing himself on eden prime. If Saren was garrus, that means garrus died twice and was working for the reapers, but at the same time was working against himself both with Nihlus and Garrus. Therefore when shepard thinks that garrus is his/her best friend she is sympathizing with a rouge spectre working for the reapers but in reality he wasn't a spectre since his father rejected the idea. Also that means that he hates humans, but like shepard....but still tries to kill her anyway.

When shepard died nihlus decided that he works better when hes alone, hence the situation he was in omega when you found him. 

Oh god i can go on with this forever.

It is from the totally awesome and amazing television show Batman the Brave and the Bold.  Aquaman is super manly in it.  Oh and my mistake, it is Aquaman/Green ARROW meme.

I can imagine garrus wearing a hoody trying to be all discreet. Maybe when he tries to keep an eye on shepard in the citadel or omega to make sure nothing bad goes down.
