Concerning the romances, I agree that Miranda and Jacob were most likely introduced for the casual crowd, since those are probably also the same people who would be icked by the prospect of an alien LI. That would also be why Miranda's and Jacob's romances scenes were the most explicit ones. I'd imagine there would've been a few very vocal opposers if Garrus', Tali's or Thane's scenes had been more explicit. Especially Garrus' one, since he's the most "exotic" looking of the LIs. I think that's just as plausible a reason as the "it would be too much hassle to create a separate character model" one.
Another thing worth noting. MaleShep only gets one alien LI, who still has a very human-like figure, if you disregard the legs and the 3 fingers. FemShep gets 2, one of which has a human-like figure. Were they afraid that male gamers would be put off by a female equivalent of Garrus? Did they think female gamers would be more tolerant/adventurous/deviant? That being said, I'm pretty sure Thane was introduced as a fallback for those female gamers who'd think that Garrus would be taking it a step too far in the alienness department. It's like Thane is the equivalent of Tali for females.
With all that in mind, it's really not surprising that Garrus' romance scene is the tamest of the lot: there are a lot of people out there who can't wrap their minds around the idea of a FemShep/Garrus pairing. I've seen someone on GameFAQs (yes, I know...) complaining that there was "too much alien sex" in ME2, even after having it pointed out to them that the human romance scenes were much raunchier (which isn't saying much...) than the alien ones, that the romance had a minimal place in the story, and that no one was forcing them to romance an alien LI anyway.
