The relationship seemed to start as a friends with benefits deal, but I definitely think it developed into something more. Right around the point of the 'Are we crazy to even be considering this?' conversation I think is when Garrus started looking at it as more than a casual sex deal. I think it's pretty heavily implied that he views it as 'more' when he shows up dressed nice with wine, music and compliments.
Edit: for wordfail
Imagine it in real life.
Love interest: Everything in my life seemed to go wrong for me, but you...i think for once something has gone right. Thank you.
Thick headed you: Oh my god are you just trying to have casual sex with me?

on topic: I was kind of worried about the Garrus romance being shallow when I was playing the game, mainly because whenever Shep talked to Garrus about it it was all about their up-coming sexual encounter.
The final scene assuaged my fears though, bought their personal feelings back into it as well as the closeness Shep and Garrus have through out the rest of the game (by which I mean the chatting and joking) I really hope they build in more of that in the next game
1. What did you do with Saleon and why?
I have to say, I have no idea what I did. I have several ME1 savegames on the Xbox, but I did a run on the PC to import it into ME2. I keep forgetting what I did, probably because Saleon always dies. But I think I usually try to take him in, because he could be handy when he's still alive. His actions are disgusting and I don't mind if he dies, but if you could arrest him, you could get more insight in what he was doing and why. Maybe he has more bases of operations, who knows. But hey, doesn't matter, Saleon will always take that bullet to the head.
2. What did you do with Sidonis and why?
I think I've told my opinion on this at least a thousand times in this thread and others, so in short: I (=my mainShep) will never kill Sidonis.
3. Is Garrus your favorite romance interest of all time? If not, who is?
Well, I'm biased, so: yes. But I really love Jack's romance for a maleshep.
4. How did you first get into ME1 (assuming you played ME1)?
I hate sci-fi and aliens and anything related to that. I often end up playing a game because I saw my brother play it. This happened with ME1 too. I was completely annoyed that he was playing this all the time in the weekends when I go to my mom's house. "Oh, you're playing with those retard aliens again?". Then I discovered the dialogue system, the choices and the fact that you could play as a woman, and I figured I might give it a go. And then I got obsessed.
5. In ME1, did you wish Garrus was a romance option? Did you think he would be when you playing ME1?
Honestly? I was totallly in love with Wrex. Garrus was my other favourite, but somehow it never crossed my mind that I might like it if he was a LI. I wanted Wrex!
6. Were you surprised when you heard or found out that Garrus was a romance option?
I was VERY surprised and VERY happy. Because I was so eager to see Wrex again, I went to the Wiki before ME2 came out to see how Wrex would return. I accidentally bumped into a "Archangel = Garrus" section, and immediately stopped reading. I'm happy I didn't spoil the romance, because the surprise was just overwhelming. And the happiness... oh gawd the happiness!
7. If you could give Garrus another power, what would it be? Make sure it's within the realm of possibility.
I have no idea.
8. Is Garrus more like Batman or the Punisher?
I only played a Batman game on the Amiga, but I never saw the movies or whatever. I know who Batman and the Punisher are, but not enough to make a real comparison to Garrus.
9. Is your Shepard paragon or renegade? Or perhaps Paragade, Neutral, or Renegon?
Paragon, with some renegade interrupts. I play my mainShep as if she's me, and I'm very paragon.
10. If Garrus had been the one to choose who save on Virmire, who do you think he would choose?
I don't think he really cares, as long as he gets the job done. I don't think he has a preference for either Kaidan or Ashley.
11. What's your typical team layout? Garrus and who else?
Garrus and my adopted baby Krogan
12. Did you make Garrus team leader in the suicide mission?
Not the first time, I like to keep him by my side. Now I always make him team leader. I like to think of it as a boost for his self-esteem, after the Sidonis thing.
As for the Garrus romance being a fling or not: I don't think it's a fling (duh, I'm a Garrus fangirl

It starts of as a fling, friends with benefits, etc. But the fact that he keeps pondering about it shows me it's more than a fling. Blowing off steam is not hard. "Wanna blow off steam together?" "k.". It's not hard to make 'blowing off steam' go right, you just have sex and that's that. The final scene shows much more than that. But that's my interpretation of course ^^.
I happen to think your interpretation is true.

1. What did you do with Saleon and why?
I tried to take him in, since I happen to think that a life behind bars is a worse punishment than a quick death by gunshot, and the things he'd done clearly deserved a harsh punishment. But then of course, he tried to run, and I had no choice.
2. What did you do with Sidonis and why?
Let him live; it was an even more obvious choice to me than Saleon. Sidonis made a terrible, horrible mistake, but he was paying for it, unlike Saleon, who never had any regrets. Revenge is never a good motivator: shooting Sidonis wouldn't have brought Garrus' men back, and he would've had to live with the fact that he set up a trap and took the life of an unarmed man with extreme premeditation. Just like Sidonis himself did. I didn't want Garrus to turn into that.
In fact, if I think of it along the same lines as my Saleon reasoning, letting Sidonis live has its own share of Renegadeness behind it: you spare him the benefit of a quick release, and he'll be tortured by his memories for the rest of his life.
3. Is Garrus your favorite romance interest of all time? If not, who is?
One of my favourites, definitely. But I've played my fair share of JRPGs before, and some of the couples in those rank at the top of my list as well (Balthier & Fran from FFXII, for example).
4. How did you first get into ME1 (assuming you played ME1)?
I collaborated on a videogame blog with some friends, and one of them posted a review about ME a couple of months ago. I was very averse to WRPGs before that: the only one I'd played was Neverwinter Nights, and I didn't like it. Felt a lot like a bad Tolkien ripoff, and, from what I was seeing, that was the predominant trend for WRPGs in general. But that ME review got me curious. I went and read up on the game, and that convinced me to give it a shot. Never regretted it once. I even bought DA:O afterwards, despite my previous experiences with NWN. Now waiting until the PS3 version gets fixed before I start on it X_X
5. In ME1, did you wish Garrus was a romance option? Did you think he would be when you playing ME1?
Well, I'd spoiled myself rotten before even buying the game; that's what I usually do, since I'm one of those weird creatures for whom spoilers don't spoil enjoyment at all. So I knew he wouldn't be a romance option. Did I want him to be? Probably not, but then again, I knew he was going to be one in ME2. Had I not known that, I might've wished he was, yeah.
6. Were you surprised when you heard or found out that Garrus was a romance option?
I was a bit surprised, but mainly because of the novelty of it: hadn't come across an alien romance in a game before. But the surprise didn't last long: I was totally on board with it as soon as I read up about Garrus' character. And there's definitely something appealing about turians in general
7. If you could give Garrus another power, what would it be? Make sure it's within the realm of possibility.
Tactical Cloak would be a good one. The Infiltrator gets it, why not Garrus? And ME2 Overload = ME1 Overload + Sabotage, so he doesn't need his ME1 powers.
8. Is Garrus more like Batman or the Punisher?
Not a comic book person, so I have no idea who Punisher is, and I only know Batman from the films. Garrus doesn't feel like Batman to me, except for the whole vigilante bit, but that's kinda true of any super-hero.
9. Is your Shepard paragon or renegade? Or perhaps Paragade, Neutral, or Renegon?
Overwhelmingly Paragon, all 3 of them. It's just what comes naturally to me, although I did end up with a bit more Renegade in ME2 than in ME1. Fitting for the darker tone of the game, and for the fact that I imagine Shepard got more hardened by his/her experiences.
10. If Garrus had been the one to choose who to save on Virmire, who do you think he would choose?
Objectively, he probably would've gone to help whoever was with the nuke, just to make sure it went off, since that was, after all, the main purpose of the mission. Subjectively, I think he would've lent Kaidan a hand. It just seems like he would've been closer to him than to Ashley: her personal opinions don't really make her a choice buddy for any of the alien crewmembers. It also helps that Kaidan seems more suited for nuke duty anyway, being a techie. So it's just natural to me that Ashley gets left behind (also helps that I dislike her). Then again, I don't think ME1 Garrus was much prone to bonding with anyone except Shepard. And even that remained on the formal side: he always calls him/her "Commander" in ME1, doesn't he? It's only in ME2 that he switches to "Shepard". I've always wondered how Shepard reacted to that shift.
11. What's your typical team layout? Garrus and who else?
ME1: Garrus and Kaidan/Wrex. I like Wrex better as a character, but his biotics aren't quite up to snuff (he doesn't have Lift, and Stasis kinda sucks).
ME2: I like to mix my teammembers. Garrus is a given, but the third is either Thane or Samara if I know there will be armoured/barrier'd enemies, Mordin if there are krogan/vorcha (Incinerate ftw), Kasumi if they're mostly shielded, or Tali if they're mostly synthetics (drone vs YMIR ftw).
12. Did you make Garrus team leader in the suicide mission?
Without hesitation. I like to think that it means a lot more to him than to any other character: it shows that Shepard trusts him, and he probably gets a major confidence boost out of successfully leading a team, after what happened to his own.
----
As for the "is the Garrus romance a fling/friends with benefits" question, I've already voiced my opinion on the topic, just as others have: it starts off as a fling, yes. But you don't give people a way out of a one-nighter. I wouldn't tell a friend with benefits that he could find "something closer to home" either. Also, the point of friends with benefits is that you have other options you can pursue simultaneously. And Garrus doesn't want to share, any more than any of the other LIs (even Jacob). You don't get that nervous about a one-nighter, and you certainly don't say that you want this one thing to go right in your life. That, to me, unambiguously means emotional attachment. I'm not saying it's "zomg true love, I've never felt that way about anyone before!!!", but it certainly means that deep feelings are starting to develop, more than just respect or friendship.

Here are some questions for discussion, for you all.
1. What did you do with Saleon and why?
To be honest, I cannot remember what I did on my main import for ME2. I was sure I’d paragoned, but Garrus seems to be under the impression that I’m cool with his revenge quest, so I guess I renegaded. Lol I thought I’d paragoned on that though. Initially, I wanted to bring him in and have him brought to justice within the law, but on later PTs, I let Garrus kill him (since he dies anyway) to give him the satisfaction of getting his man.
2. What did you do with Sidonis and why?
First PT, I let him live. All subsequent PTs (except my super-paragon one!) I let him say his piece, but let Garrus take the shot anyway. I prefer that. I initially let him live because I didn’t want to push Garrus down an even darker path than he was on, but I felt like he was still very conflicted that Sidonus lived. Even after he handed himself into C-Sec, I wasn’t happy. When Garrus takes the shot after hearing Sidonus, I felt like he got a tad more closure, as did Sidonus himself. I think he’s conflicted either way, though. (There’s also the fact that it was Sidonus’ fault Garrus took a rocket to the face. Hard to move past that. Lol)
3. Is Garrus your favorite romance interest of all time? If not, who is?
Yes. By far. His final romance scene was so… d’aww. Thane, Jack and Kaiden are tied for second though. Thane = hella sexy and a really touching relationship, Jack = the only MaleShep romance I like for some reason. (possibly because it’s the only way I feel like you actually get to properly connect with that character), Kaiden = a very nice boy. Pretty, too. He’s just not Garrus. (I always fall into the trap of “OK, on this PT, I’m not romancing Garrus. I – damn. Too late.” Lol)
4. How did you first get into ME1 (assuming you played ME1)?
My roommate and BFF was playing. I was coming out of an MMO addiction., and he insisted I play it. I was hooked almost instantly.
5. In ME1, did you wish Garrus was a romance option? Did you think he would be when you playing ME1?
I really wanted him to be, but I didn’t think he would. Him and Wrex. (Tali I was surprised wasn’t. Seemed like she was going that way).
6. Were you surprised when you heard or found out that Garrus was a romance option?
I found out at ‘reach and flexibility’ and was like OMG GARRUS! (For a moment I thought they were cruelly getting out hopes up). Mind you, I didn’t expect him to be back as such a major character, so I was already riding the Garrus high. (Archanagel reveal: I had my suspicions, but was SO happy!)
7. If you could give Garrus another power, what would it be? Make sure it's within the realm of possibility.
I would also love to give him some kind of close-combat power (he is a top hand to hand specialist, after all). Mostly because he seems to enjoy running towards the enemy full pelt. I support combat knives for all in ME3! Failing that, some kind of close up detonator power. Seems like he's pretty good with explosives, after all.
8. Is Garrus more like Batman or the Punisher?
Garrus is Garrus. I think that he has Batman’s ethics with regards to justice, but would go further to get it than Batman would. However, he can get a bit vendetta-y for his own good. I think renegade Garrus probably walks a little closer to the Punisher line, but he’s never at that extreme of crazy. (And of course, it depends which writer/artist version of each character you are looking at).
9. Is your Shepard paragon or renegade? Or perhaps Paragade, Neutral, or Renegon?
Paragade. Mostly, she’ll do the right thing and defend the innocent, but she hates the council, hates TIM and if anyone hurts her or her crew she’ll end them.
10. If Garrus had been the one to choose who save on Virmire, who do you think he would choose?
My first Virmire PT I didn’t know about ‘The Choice’, so I did it logically. It makes sense to send Kaiden with the bomb because he’s a techie, and Ash with the other team. Then, when the call comes through, it makes sense to protect the bomb because if that gets lost then the entire plan goes to hell. So Kaiden gets saved. I think Garrus would try to base his decisions on factors like that in the first instance. However, on an emotional level? Well, Kaiden and Garrus were my dream team in ME1 most PTs. I’d like to think that means something, but I think Garrus would try to keep emotion out of it and base it on tactics. Ashley is more expendable.
11. What's your typical team layout? Garrus and who else?
ME1: Garrus and Kaiden (then Garrus and Wrex when I realised how much awesome banter I’d missed out on. )
ME2: Garrus and Thane (Garrus and Grunt until Thane is recruited, which is usually after Tali. Also bring Grunt out when I need a heavy hitter).
12. Did you make Garrus team leader in the suicide mission?
Yes. And that gut-shot moment freaked me out!!
Pacifien wrote...
I notice people seem to use the interpretation of Garrus's romance as a fling as either a criticism or insult. I can see being insulted if someone specifically told you that your interpretation of the romance was faulty because it's obvious the romance is a fling. It's a subjective aspect of the game, so its seriousness and depth can go as far as someone wants it to.
As for it being a criticism, I don't think treating it as a fling equates to an automatic fail. You know, it could just be best friends with benefits. Or it can amicably split. It could be something in that weird grey area where the implied Jacob/Miranda fling exists.
Of course, I can see someone who really likes Garrus preferring the happier interpretations of his development with Shepard. That's cool.
I agree on the subjectivity win!
There is a LOT of emotional investment in this relationship, friendship or romance, IMO.
EffectedByTheMasses wrote...
I think Garrus would have killed saved Ash on Virmire, just cos he's a rather honorable guy and if a male offers to sacrifice himself over a female, that's general the honorable choice.
I understand the convention, but I’d love to see Ash or FemShep’s reaction to that line of reasoning. Lol. (Kick. His. Ass.) I got the impression from the ‘reach/flexibility’ convo that turian female soldiers were held on the same level as males, but that was my interpretation.

As for Collider's discussion questions:
1. What did you do with Saleon and why?
Didn't let Garrus kill him. Didn't want him to turn into Saren, who guns anyone who just gets on his nerve.
2. What did you do with Sidonis and why?
Couldn't let Sidonis be killed. It was a better punishment for Sidonis if he lived and learned to live with the consequences. Plus, I think Garrus is using his emotions too much.
3. Is Garrus your favorite romance interest of all time? If not, who is?
Haven't done the romance yet. (DAMN YOU HISTORY READINGS!!!)
4. How did you first get into ME1 (assuming you played ME1)?
I liked sci-fi, if it was cool, but it was not too technical or plain. Mass Effect fitted just right in. Also, I heard of Mass Effect through the demo video that was in my Jade Empire PC copy and liked the gameplay and was convinced. However, I didn't get my copy of ME1 until it was near ME2 date.
5. In ME1, did you wish Garrus was a romance option? Did you think he would be when you playing ME1?
No, never thought about him being a romance option. It was far too serious and hotheaded for my tastes.
6. Were you surprised when you heard or found out that Garrus was a romance option?
Yeah, I was surprised. However, Garrus' character was MUCH better than in ME1. He's more reckless and has loosened up a bit, though a bit bitter (don't blame him though)
7. If you could give Garrus another power, what would it be? Make sure it's within the realm of possibility.
Power? I don't know. Moralle booster power (gives X% more damage and/or defense for a short time)
8. Is Garrus more like Batman or the Punisher?
Don't know who the Punisher is, so I'll go with Batman.
9. Is your Shepard paragon or renegade? Or perhaps Paragade, Neutral, or Renegon?
Paragon, with a few renegade parts when required. When added it up, Zoe Shepard was a Paragade. The rest of my other Shepards were paragon, except for one Renegon.
10. If Garrus had been the one to choose who save on Virmire, who do you think he would choose?
Kaidan. Because Garrus made a comment on Kaidan's biotic power through his L2 implants. Ashley's more of a soldier and they can be easily spared.
11. What's your typical team layout? Garrus and who else?
For Zoe, who is an adept took Jack/Samara usually with Garrus.
12. Did you make Garrus team leader in the suicide mission?
For Zoe's playthrough, only the first squad leader, while Jacob took the second one. Didn't like seeing Garrus taking a bullet (didn't feel a thing for Jacob though).

Okay, it is Garrus-related. Today for my photomedia class, we were learning about colour management for photo printing, and my teacher was talking about calibrating our monitors so it has the right colours. In order to calibrate them, we used these things called Spyders which hold onto the screens while the software run to calibrate the monitor, leaving the computer totally useless until the Spyder finishes calibrating the monitor.
So why in the future could they have those spyders that do the main guns? So that we could peel away Garrus from the constant calibrations and actually have a decent conversation?

Here are some questions for discussion, for you all.
1. What did you do with Saleon and why?
2. What did you do with Sidonis and why?
3. Is Garrus your favorite romance interest of all time? If not, who is?
4. How did you first get into ME1 (assuming you played ME1)?
5. In ME1, did you wish Garrus was a romance option? Did you think he would be when you playing ME1?
6. Were you surprised when you heard or found out that Garrus was a romance option?
7. If you could give Garrus another power, what would it be? Make sure it's within the realm of possibility.
8. Is Garrus more like Batman or the Punisher?
9. Is your Shepard paragon or renegade? Or perhaps Paragade, Neutral, or Renegon?
10. If Garrus had been the one to choose who save on Virmire, who do you think he would choose?
11. What's your typical team layout? Garrus and who else?
12. Did you make Garrus team leader in the suicide mission?
On behalf of Lt-Cmdr. Jezebelle Shepard, Sentinel:
1. Prompted Garrus to nail him. Saleon was a genuine bastard and deserved it.
2. Talked through the "are you sure" conversations on the way to the meeting to be sure he was committed to that course of action, then [step to the side and let Garrus take the shot]
3. He's the best LI match for this Shepard. I actually like most of the romance options for various reasons. Except the priiiize
4. It's a BioWare game. I have a lot of BioWare games. ^-^
5. Nope to both to be honest, although I did like him as a character, I never looked at him and thought "LI me now!".
6. Yup, I did have a "really?" moment when I saw that he could be an LI, but decided to go with it as on another run through on ME1 I thought "actually he's a really good match for Jez..."
7. Some kind of additional shielding. After being shot in the head by a gunship, I think it's something he'd want...
8. A saner balance of both.
9. Started very Renegade, heading towards Renegon quite hard. The whole death thing shook her up quite hard and made her re-evaluate a lot of things.
10. Ashley. They actually seemed to get along quite well from some of the conversations they had. They probably would also have talked at times, being that near each other in the loading bay in ME1.
11. in ME1 Wrex or Tali, in ME2 Usually Grunt or Zaeed.
12. Yup, Garrus was confident, with it and completely focused and no one trusted Miranda by that point, including Jez (Sole Survivor and sided with Jack. Much hating was felt).

1. What did you do with Saleon and why?
Made Garrus spare him and then the little rat attacked us anyway.
2. What did you do with Sidonis and why?
First time, I was too angery on Garrus' behalf. Sidonis died. However, Sidonis has lived each time since because I really don't like how quickly the whole thing is sort of gotten over quickly.
3. Is Garrus your favorite romance interest of all time? If not, who is?
Uh... don't kill me, but no. It's high up there, but I love each of my digital BF's for different reasons.
4. How did you first get into ME1 (assuming you played ME1)?
I loved KOTOR. Played the hell out of it and KOTOR2. Drove my husband nuts, but then he knew I was Star Wars geek when he married me. ME filled that void of no (decent) Star Wars content and may even have surpassed it.
5. In ME1, did you wish Garrus was a romance option? Did you think he would be when you playing ME1?
Nope, never saw him coming.
6. Were you surprised when you heard or found out that Garrus was a romance option?
Yes.
7. If you could give Garrus another power, what would it be? Make sure it's within the realm of possibility.
No idea. Some sort of leadership bonus or something, I think.
8. Is Garrus more like Batman or the Punisher?
Depends on if you paragonned or renegaded him, I think. Though very early Batman killed just as often as The Punisher, he wasn't quite as cruel or creative. Since I always paragon him, I'm going with Batman.
9. Is your Shepard paragon or renegade? Or perhaps Paragade, Neutral, or Renegon?
One Paragon (but she's staying with Kaidan, so she doesn't count) and the Paragrade who's a Garrus Girl.
10. If Garrus had been the one to choose who save on Virmire, who do you think he would choose?
Kaidan.
A) In my games, they were pals (eventually) and were very used to backing up Shepard together.
11. What's your typical team layout? Garrus and who else?
ME1: Garrus and Kaidan, ME2: Garrus & Miranda till I get Thane.
12. Did you make Garrus team leader in the suicide mission?
Yep, both times. That gut shot nearly killed me, though.
