The relationship was just starting out, it's possible they had really fallen for eachother, but it's also possible Shep was just interested but not fully invested or "in love" yet. And assuming the mission in ME2 takes place over the course of several months (??) I could see Shep moving on if she thought the relationship with the ME1 LI was over.
Dunno, I don't think the storyline in ME2 took more than a couple of weeks at best, which is why I think it's a bit too short of a timeframe to move on. When I romanced Kaidan with my first FemShep, it did feel like both of them were pretty invested in the romance, which is why it would be weird for me if she just moved on over the course of ME2.
So that's why I made a single FemShep (whom I now consider my main) just for Garrus ^^
Now I'm curious how long the timeline for ME2 is supposed to be...
I can see both sides using Kaidan as an example. My first playthrough Shepard stayed faithful to Kaidan, on Horizon he gives his big "I loved you" speech and then with Kelly you can say you still care about him. With my "cheating" playthrough (blech let's call it moving-on)--with my moving-on playthrough I gave him the renegade response ("I was dead can't get into it") and he completely skips the "I loved you" speech and it seems very impersonal. Then with Kelly you can say "Nothing much to say, the past is the past."
I hated hated that you couldn't talk more on Horizon. The whole thing seemed pretty open to interpretation IMO especially since there was so little
content. Maybe that was the point?
To keep it on topic, "moving-on" Shepard moved on to Garrus
