Though perhaps Garrus, being a black and white sort of individual, does approach it that way. Still, I wouldn't say Garrus goes into the relationship for the long-term either. He goes into the relationship seeing potential.
They aren't 'meaningless'. Friends with benefits, for example, is a very complicated and close relationship (and one which, in my experience, usually leads to one side investing more than the other. This being the case, Garrus is the more invested of the two). And I don't think anyone counter-arguing with you has given a 'black and white' argument. As Collider said: there is a great deal of interpreatation on behalf of the player as to Shepard's motivations. I think the point people are making is that by the time Garrus actually gets up to Shepard's room, and we headbump, then that moment has gone beyond being just a sex call.
And although they aren't meaningless, 'fling', 'casual' and 'friends with benefits' all imply a lack of committment. That is, either party can leave without fear of harming the other (even though in reality this is seldom true). Garrus gives Shepard an 'out' before they go for it, won't get involved if there are other people in the mix, and is visibly crushed if rejected in the bedroom. None of these imply a casual approach to the relationship to me, from Garrus' POV.
But hey: subjectivity win.
