Well, one of us, not naming anyone, said he/she interpreted as a "friends with benefits" kind of relationship. Something that is not meant to be long term. But the rest of us disagreed. If you look at their conversations closely and the way he says things, you could hint that he feels like this would be more then just a fling or one time deal.
Well yeah.
I mean, just watch his rejection!
The guy's crushed!
Not that I'm advocating watching it.
It's not pretty.

Yes, it is mainly because of that one person. But I *completely* respect that person's viewpoint. All the viewpoints on that subject are of equal validity.
Having said that, I could not disagree more.

Doing that is just to damn depressing. That last person garrus could lean on in the galaxy tells him that she doesn't love him. Normal people probably would not be able to handle it.

Adding my own 2 cents in the hopes I'm not hopelessly behind, I'd go so far as to say the Garrus romance is definitely something more than just a fling. He directly states that he doesn't have a thing for humans (and let's be real, when you just want casual sex or friends with benefits, you can dance with language all you like but the simple fact of the matter is stuff like that only happens if there's physical attraction involved), and just cares about Shepard specifically. I got the very clear impression that Garrus really found the physical aspect of it to be....I suppose weird is the word I'm searching for but it doesn't feel quite appropriate. It seemed to me like he cared about Shepard on the emotional level of the one person in the galaxy he trusts and respects above all others, and the physical thing frankly looks more like he's just going along with Femshep's overtly flirty tone because he feels like it's what she wants.
The whole "I know you can find something closer to home" conversation was something I interpreted as Garrus trying to figure out if Shepard feels the same way as he does (strong emotional connection), or if it's a more lusty flirty thing derived from her actually being attracted to Turians. Whether one or the other (or both) is the case is really more up to the player's imagination than anything, but for my part....I got the vibe that it was something deeper and figuring out how the physical aspect of a romantic relationship would work was more of an obstacle to get past than anything else.

I thought of that "this is what happens if Shepard licks Thane" possibility too. xD Maybe that first Garrus abstract is what Shepard would see the next time she looks at Garrus.

Happy turian-related things: My MaleShep is on Noveria and gets to talk to Lorik today, and I finally found that turian who wants a donut.

I still haven't watched the Garrus rejection scene, and probably never will. I've only seen a few screenshots. It's a little confusing when people mention some of the dialogue and I have no idea how it fits into the overall scene though. From what I've read, it sounds very sad. I already have to watch my favorite character kill himself, get shot by a random squadmate, and then have Shepard kill his re-animated body with every ME1 playthrough, so why watch my favorite squadmate get his heart broken? The first one is required, the second is not. xD
