Hyrulegal: (While playing ME3) This game is great and everything but I can't help but notice all the small flaws, I really wish they had spent more time perfecting this game instead of just rushing it, pretty careless of Bioware really. Not to worry! I'll write a LONG list of all the problems I have with it and then I'll send it to Bioware, it's the only way they'll learn.

I liked Garrus from ME1, just not to the extent of awesomeness in ME2. I would have to agree with you Ape that I found him bland in comparison to Wrex (Wrex dominated ME1, ftw!) and even Kaidan.

I felt that way the first time I played the game actually. I liked him in the first game but he wasn't close to being my favorite character until the second game. Garrus over time became the favorite for me.
As for Omega, I wasn't expecting it to be Garrus until hearing from Garm that Archangel = Turian. That's what I get for not paying attention to the dossier and trailers/previews for the game I guess <.<. I was actually excited that Garrus = Archangel. Finally Shepard gets someone in his/her party that's actually trustworthy AND a friend (err and Tali too...later...w/e).

Yeah. I liked him in ME1, but the way they developed him in ME2 was fantastic. I felt that the change in some of the other characters didn’t quite work for me (Liara kind of went from one extreme to the other. He is just more world-weary, slightly more hardened, but also more confident and independent (aside from the whole loss of confidence after his team died, thing. But you can tell that that is more of a momentary setback in terms of how overly more confident in himself he has become. ME1 Garrus was cocky, yes. But I think a lot of that was bravado. ME2 Garrus knows his job, and knows he can damn well get it done. The fact that he will challenge Shepard over Legion, or challenge Miranda over being team leader shows this.)
But of course, I’m a tad biased. I just really loved the way Garrus had developed in ME2, but I think you can tell he is still very much the same person underneath it all.
I would love it if ME3 took his character development in different directions depending on the outcome of the Sidonus incident and conversations with Shepard regarding it. A bit like the ‘hardening’ thing in DA:O. Let’s see how in game events actually change these people.

This is not the first time I hear this, I've read it a lot on these boards. Many people appreciate the way BW wrote Garrus to be more 'interesting'. For me, Garrus was already my second favourite in ME1, but he always got overshadowed by Wrex. Because... well, it's Wrex!
Maybe it has something to do with that mentor-student relationship you have with Garrus in ME1? You get to know what he wants and what he hates, but other than that his personality is not really defined yet. Maybe that didn't make him jump out in the crew? With paragoning/renegading him through dialogue and the way you handle Dr. Saleon, you can 'mold' him, confirm the way he thinks or change his views about how to do things. In ME2, his personality is much more developed and defined and he can shine as the Garrus he is. He is still willing to listen to Shepard, but is not afraid to speak his mind when he disagrees with something. New and improved Garrus 2.0. (this is pure speculation from my part, because I already liked him in ME1
For me, Tali was the one who grew on me in ME2. I didn't think much of her in ME1, thought she was a walking Wiki about quarians and geth. A nice and kind Wiki, but nothing more. In ME2 she really became an individual and I got really fond of her. I think BW did a good job taking both Tali and Garrus, putting them in ME2 and making them grow.

This. Depending on how you handled the Saleon case and the dialogue you pick during his LM, the only difference was a few lines. I really hope the paragoning/renegading of Garrus and being consistent/inconsistent with this will show in his development in ME3. That would be very interesting.
Alright, I really have to go and learn... I have two resits on Thursday and Friday and I really should spend less time here talking about Garrus
