I think Garrus was just more reserved in ME1. In ME2 he was much less reserved, so he stood out more. Either way he's awesome, so yea.

He went and did things his way, got more action than when he was at c-sec and also went through the whole betrayal schtick. That's bound to mold a person a bit.
In ME1 he's more of a soldier, taking orders looking to Shepard for advice. Then in ME2 he grows a backbone so to say, and becomes more independent and confident.

Garrus appears, though I hesitate to use the word, a little confused in ME1. He's been with C-Sec for years (I assume, given he has direct meetings with the Executor and is handed cases like Saren) and has been in the "culture", so to speak, for years before that thanks to his father's enrollment (go on, ask a cop's kid if he's completely isolated from police life). The events of the first game (Armistice Day foul-ups aside) could be assumed to cover no more than two weeks - he's just thrown his whole life into chaos to follow Shepard because he believes in what she's (using FemShep assumptions because, let's face it) doing. He hasn't even told his father he quit yet - he's a bit of a mess, internally, I'll bet. He knows they're doing the right thing, but it goes against everything his father and his culture encourage. You bond in the way only soldiers can, but he's still sort of getting his feet under him as Garrus Vakarian, freelance soldier, a fact that's only heightened by the mentor-student relationship - human initiative is sort of his "model".
And then you go and die on him. That's a moment that hardens any man, human or turian. But he's going to take Shepard's example and do something good with it, something in the interest of justice where no-one else can - Omega, where he can strike at the heart of three mercenary bands who more closely approximate organized crime than private armies. He's going to lead his team to do the things that need to be done. He's going to keep your memory alive, even just for him, with every vorcha shot down, every arms shipment stolen out from under its handlers. He develops the ME2 confidence because he must.
He's got a fantastic arc when you can step back and look at the whole thing, but it starts on a very subdued note.

Kelly sort of annoys me about her intensity sometimes, along with Liara... But I can't help but like her when she tells Shepard her and Garrus would be cute together. All the attracted to alien talks are kind of enjoyable.

Finally Shepard gets someone in his/her party that's actually trustworthy AND a friend (err and Tali too...later...w/e).
That's when I put the pieces together, too. I had heard that Garrus was going to be in the game (yaaay!), and was puzzled when I looked at all the dossiers I was given and he wasn't listed on them. Then I heard Archangel was a turian and a little light bulb went on over my head. I went and re-read the dossier (noted sniper, right; Omni-Tool expert, ok...AHA! Then I felt dumb I hadn't figured it out sooner. LOL) But it was still a thrill to see when he took off his helmet.
And Christmas Ape, I don't think anyone is going to get upset if you express your opinion about ME1 Garrus. We don't get bent out of shape easily in this thread. Having said that, I liked both Garri.

I've been playing Red Dead (Xbox 360 - anyone wanna posse up?), and it's been hard because I keep on wanting to play ME1 *and* ME2 instead:P ... How awesome would it be if Red Dead came out for PC and we could TexMod in our beloved Mass Effect buddies?
