Because it has a big ugly hole in its chest. Sheesh, haven't the geth heaqrd of repairing?
Seriously, though, I like it. Only problem is, you only get to use it for one mission. Why, you might ask? See the spoilers section for the answer.
Why is Legion so unpopular?

My main issue with him is that you get him late. Usually by then I have a good thing going with my other characters. I also usually have finished off most of my quests at that point.

Most people get him way too late in the game. You basically only get him in most cases for the last 25% of the game. Tali has been in, like, 80% of the first game, and 66% of of the second. 600% more "camera time".

"We are legion, For we are many" I hope It's back in ME3 as a party member.

Sadly, for me, I got him wayy too late and ended up losing him right after i helped him with his personal mission. I, for one, liked him alot, his name was very ingenious, i wouldn't have come up with 'Legion' as his name. GO LEGION FANS!

Legion is not unpopular. In my veiw hes pretty cool. And the only reason people like Tali more is because she was in the games alot longer then Legion. If he is in ME3 he will be one of the popular ones.

I also hope Legion is back for ME3. You don't really get to know him that well since you get him so late in 2.
More Legion!!!
More Legion!!!

I like Legion. I just wish you didn't get him 3 minutes before the end game.

I think Legion is awesome, but once you get him are are pretty much railroaded into the endgame. If we got him earlier (and maybe make people react to his presence more often), then he'd be one of my favorite characters.

I'm actually pretty sure every character in mass effect has their own fairly large fan club.

Legion's awesome, I'll be quite disapointed if he doesn't return as a party member in ME3.

I love Legion. I also think that the Geth is one of the races with the most intresting background story and Lore.
What shall I call you?
Geth.
What is the individual infront of me called?
We are Geth.
And the combo of Grunt with shotgun and Legion with Widow Maker and me(Infiltrator) with Cain I never take anyone else for the final battle in my squad.

@Vanaer
I took him on Tali's loyalty mission and it was hilarious! Practically everybody on the ship had a heart attack when they saw him!

Well if you don't mind losing the crew you can get it as soon as completing the Collector Ship. That's what I did with my Renegade Shepard. Taking Legion when recruiting Tali has also some extra lines of dialog with Kal'Reegar and Tali.

I just dont think he had a big enough part. You get him at the end of the game and dont really get to play with him that much. Plus, it's been drilled into our heads to hate the geth since me1.

I thought legion was going to be, as one troll put it on the other forums, a tacky addition of "Oh, now the bad guys are good guys WUT A TWEEST".
I was pleasantly surprised, it may have been involuntary story linking, but it never did make sense that the feared AI Geth never chased the Quarians beyond the viel. They could have easily eradicated the Quarians if they chose to. So some of those holes got filled at least.
The best part of Legion though, is how the character itself is a philisophical and existential quandry. It's an interesting perspective, on a subject just tangible enough to scare the ****** out of me. I also enjoy the fact that Legion is not A geth, it is THE geth. Almost a diplomatic emissary to organic space of sorts. I would still like to find out why he has my N7 on though. "No Data available" doesn't cut it for an AI composed of stockpiled memories and perspectives.

Legion is quite popular, and there is an appreciation thread for him floating around somewhere in the spoilers forum.

I've always wanted to try that, but I need my Tempest just a little too much.
I did, however, take Legion to the Flotilla. I am glad that wasn't an ignored possibility. If you havn't yet, I suggest EVERY mass2 player do it at least once.
